The Military industrial complex of the US loves to blow up poor targers. But it will hardly ever attach someone like Russia because they would expect a real fight back.

The US Army is all about keeping the dollars flowing to and from the MIC. Their fight is one of fighting back budget cuts .

Yup, the funny thing is actually both country are not competing in global domination , but they are competing  each other on selling weapon. Just look hows smart Erdogan in Turkey. Buying S400 from Russia and have Nuclear Power plant deal with Russia while maintaining status as NATO. .
