A game's success from a company perspective is based on expectations. Many games could sell 500,000 and be considered huge success while some could sell 10,000,000 and be disappointments like when ever GTA VI comes out.

A "bomb" to me is a game that loses a lot of money. Not one that fails to make as much money as a company would have liked.

If you want to see how Capcom really feels let's see how long and how RE VIII is done. If it is within five years and similar style that tells me they are content with current model. If longer and whole new direction (VI to VII for example) tells a different story.
