They have "No Lifeguard on Duty" signs, to indicate when you can't swim in certain places, and you can't swim, at all, without supervision.

Yeah it's also common sense and illegal to shoot people. So by your logic that should be enough.

All of the above citations result in prosecution, if caught. Swimming restrictions even exist at public pools and beaches.
