Now I was under the impression that macroblocking and posterizing were unintended effects of video compression. But I guess you must be right... the power of the cell is so great that it can make real time cutscenes look like poorly compressed video.

For reference this screenshot is from the end of Act 3, which has some of the worst compression I've seen in this game. Its also where leo-j is proven wrong with photographic evidence.

 

The posterizing looks pretty obvious in the blue parts.

EDIT - also the macroblocking, you can literally see the squares where a gradient should be present.
