 New York is still higher for the year.  2 months could very well be a fluke.  

Yes this is my point, its like how some people confuse climate with weather, For statistic's you must look at the longer timeframe to see if its an actual change.

By using a short timeframe eg Feburary one could look at the murder rate of Parkland Florida (population 30,000) and conclude it has a higher number of murders than both New York and London, which it did because of that school shooting, but its basically cheery picking data
