Most politician are like that. Trump is a particular case in point. In the UK, Nigel Farage and Alec Salmond label anything that doesn't adhere to their vision as fearmongering. 

Its a way of showing how powerful how large and strong your base is. Also, you could use the same argument to say Trump is a Fox News tool, seeing as he seems to get much of his policy from their shows, and their exploiting him for their own bias.
