Eh, GTA V wasn't out yet so that hardly matters.
Really, GTA IV is a superb game. There were some popular complaints, such as getting thrown from your car or the constant calls from your cousin, but those didn't bother me much. Heck, the only thing that actually bugged me was that your protagonist character seemed like a pretty good guy all around in cut scenes but then the missions would have you do terrible things, which just felt like a major disconnect.
Still, given when it came out and how good it looked for its era I don't feel it was overrated. Those scores aren't meant to be future proof.
