Dragon Quest XI coming September 4th to PS4 and Steam - Switch 'much later', no 3DS version

What’s the difference between UE4.13 and 4.15? I find it weird that despite having a more updated version, the switch version would supposedly be harder to port with DQXI being under the 4.13 version of UE. It’s like saying I can’t run a program that runs through Windows 8 because I have a Windows 10.
