I think it'd be hard for Capcom to justify making a TPS Megaman X game. Every time they try something new, it's met with disgust by the fanbase because either it sucked hard (MMX7) or simply because fans prefer the classic gameplay and don't like it changing too much. Also, if they were to make such a game, everybody would complain that it should have been MM Legends 3, since that's already TPS in a sense.

Funnily enough, i think it's easier to see a souls-like Castlevania. It's an easy concept for Konami to copy. I can even see they paying some studio familiar with the gameplay, like the one behind Lords of the Fallen and The Surge, to do it as effortlessly and cheap as possible.
