When is the best time for a game to be announced?

Personally, I don't care, as long as the game comes out. Though, 4 years is definitely pushing it. I actually do like the 2-3 years thing, though, as I like following the progress of a game. Gets me more hyped for it. Of course, I'm not going to complain about it only being 1 year after the announcement. 

Yeah, MS does that too. 

(At least they don't do it intentionally though, their games always have development troubles that delays the game further, but I digress, and your point still stands)
