Yeah, I believe it. I just used the Sao Paulo/Rio de Janeiro example because people from other countries tend to known only these places. And also because I personally had never been to Northeast and was already shocking with how people in Rio de Janeiro like to be really close to talk and tend to touch each other so much more than down here. Here in Rio Grande do Sul, we even have the expression that "we don't show our teeth to anyone" to exemplify how we don't talk to or smile to strangers.
