This middle of the park effect is odd sometimes and it's like, even though fouls would be the same, Refs take into account where the foul is. For example, a bad foul would see a in the middle but only a yellow and a penalty in the box. Yet a on purpose handball in the box may receive a yellow (if it wasn't a literal block) but in the middle of the park, just a foul.

i'm busy right now to check the rules, there might be one there. I also think it has to do with the game getting out of control. Refs usually give more or less yellows to control escalating violence or a violent ambient in the game, sometimes they just forgive some of those so players don't lose their temper.
