That means the Playstation 5 will have less Ram for games than the Xbox One X. - You didn't think this hypothesis out did you?

12GB is possible on a 192/384-bit memory bus.
However... The thing you aren't taking into account is that 2020 is still a few years away.
GDDR6 is still ramping up, it has increased density over GDDR5 and GDDR5X.
That means that the same amount of chips it would take to have 16GB of GDDR5, would give you 32GB of GDDR6.

Microsoft has made a small effort to rectify the lack-of-space issue by negating the requirement for localized audio to be installed/downloaded with various hooks in the software stacks. However not all developers have taken that up, which sucks.
Compression could also be improved, perhaps next gen there might be a dedicated hardware block on the SoC tasked for decompression duties?
Hard Drives are still getting bigger, 4 Terabytes is the same price as 2 Terabytes from just a couple years ago.
Cloud Storage can go get stuffed IMHO.
At the moment I have 9 Terabytes worth of storage on my Xbox One X, which is a good 60% full.
