This sounds to me like M$ preying on those that are not tech savvy enough to get themselves out of S Mode.  Not familiar enough with PC's? Welcome to our store and our store only sucker.

 

Edit:  Also if you want to promote the Windows Store make it less of a pain in the ass.

What would such a non-tech-saavy person be looking to install that they couldn't use the Store for, though? If they're not tech-saavy, what do they need? 

Also, the Windows Store is constantly being updated. I think they're trying to make it less of a pain in the ass, cause they know it sucks.
