I got pulled over by a Police officer for going too slow

The way it sounded to me was that he slowed down to let the guy pass him. That is a kind good driving method. Once the person decides to continue to tailgate you regardless how slow you go, you know they are being an asshole and even if you sped up they would continue to tailgate you. Heck, evne if they passed you, they might slam on theri brakes in front of you.

Pulling over to the side of the road in situations like this may not be safe. The person could rob, kill, rape or whatever you. It's better to drive slow and safe than anythign else. 

driving too slow is illegal for a reason, it is very dangerous and can cause accidents, especially at night.
