Sadly like many things, you were the victim in this situation and the cop did not see the cause of it all.

He stopped being the victim and became part of the problem when he decided to react by intentionally going slow. honestly the truck driver may have been an A hole but their is only 2 things you can do, either continue to drive at the speed limit or pull over and let him past.

The way it sounded to me was that he slowed down to let the guy pass him. That is a kind good driving method. Once the person decides to continue to tailgate you regardless how slow you go, you know they are being an asshole and even if you sped up they would continue to tailgate you. Heck, evne if they passed you, they might slam on theri brakes in front of you.

Pulling over to the side of the road in situations like this may not be safe. The person could rob, kill, rape or whatever you. It's better to drive slow and safe than anythign else.
