Q1 2017 - 0.75m
Q2 2017 - 0.23m
Q3 2017 - 0.24m

Another 950k would be a stretch, but you're saying maybe 1.95m? o.O
Surely it's quarterly shipments will only decline from here, for it to reach 18m it would have to ship the same as it did in Q4 for every quarter for another 4 and a half years.
