Absolutely not.  If it's just someone's opinion, it doesn't matter what it does to sales, it's still protected speech.  If it's done maliciously and is false, then yes, it was intentional and done specifically to hurt the publisher.  It does not matter how big the publisher is, the motivation is what matters.
