Granted I've never held on to a frozen steak for nearly three years, there have been instances where I have thawed a 6 month old rib-eye (my favourite cut), and it was just as delicious as any fresh steaks I've had. Freezing preserves food longer than you would imagine.

Personally, I would have no issues with eating two year old frozen steak if it looks normal after thawing.
