the big thing you have to keep in mind is that mobile devices cost so much compared to consoles because they have extra components such as a built-in screen, which drives the price up. so there isnt really an exact science that can pinpoint exactly when a device fitting those exact criteria will be possible. but just from general observation and details, there are some areas that you can go off of. the first 8GB RAM smartphones have started appearing, and they are not cheap at all, costing over $1000, which is over twice the price of what you want. and that doesnt even consider the fact that it is a lower quality of RAM than consoles and PC use, so having that type of memory in a portable device doesnt even exist yet. and that doesnt even look at the processor type. mobile processors are actually up to par with console in terms of clock speed, depending where you look. my tablet has a 2.1 GHz processor, exactly the same as the PS4 Pro, but that doesnt factor in clock speed. and even that doesnt factor in the GPU. and all of that will be dependent on how much juice the battery can supply. and that all goes back to comparing battery types in high end smart phones... SO BASICALLY

given the standard rate for technology enhancements, being total power doubles every 1.5 years, i want to say such a device will be possible by 2025, and by 2028 it could be available at a $400 price tag
