Right now is really not the best time to build a PC. With the RAM prices increasing thanks to Samsung/Apple and others out there, and the GPU prices rising due to miners, it just makes for not a good time to look into building a high end rig.
I'd suggest looking back into building one halfway through the year. It's not going to stay like this forever, because it always reaches a point where one of the bubbles burst.
I have to say though, you took your time on waiting to build one. Why now of all times?.
Mankind, in its arrogance and self-delusion, must believe they are the mirrors to God in both their image and their power. If something shatters that mirror, then it must be totally destroyed.
