It is kind of outrageous to do that though ... it is something I would expect an alien or someone with autism to do ... it would be like if I asked for permission to shake your hand, or permission to talk to you. It is just strange / cringe to do.
Honestly the only occasion where it is advisable to ask for clear permission for sex would be if you are with a prostitute.
In all other circumstances, assuming you know this person to some degree, both parties should be comfortable working this stuff out with nonverbal communication. If either party doesn't want to engage, a simple and clear "no" is all that is needed ... if things continue after a clear "no" then we can talk sexual assault. I'm sorry, but a guy putting his arm around a girl to pull her in for a kiss, or a girl touching a man's shoulder is not sexual assault and/or rape...
No one was forcing this woman to be there ... she could have walked away from this guy the moment it became uncomfortable but instead she decided to concoct this attention grabbing story and probably ruin this guy's career.
