There's a certain amount of give or take warranted, but a system should in general be put into the generation it spends the majority of it's life (prior to a successor) alongside.
So if ps3/wii weren't released till sometime after November 2009, then absolutely I'd group the 360 as a 6th generation machine. As for the majority of it's life until being replaced that was the newest generation.
