They have to cater for the fact some people for some reason, might not buy game 1 or even only buy 1 and 3 or some crap, which means that can't have a leveling system that makes sense. If you only buy 2, you have no progress from the first game.

... also are they going to import progress? So if I've spent time and effort leveling up my materia, will I have that at the same state as the first game ended?

 

Being in 3 parts is currently the biggest reason why I will probably not be buying this game, and that hurts me knowing FF7 of my favourite games of all time. Dividing it up just seems to be being done to get money from the project when they know it'll sell loads regardless.

Okay, the fortunate reality though is that back in 1997 Squaresoft could have sent you Disc 1 and then in a year disc 2 and so on. This game is still essentially separated like the only version. They can't fit it all on one disc. So instead of making you wait into 2025 when it's all complete, they're giving you the first part (let's cross our fingers for 2019).
