      I said decent complexity, MAG's players are super basic.

MAG seems to be built around having many players on the battlefield; Naughty Dog would be re-purposing their existing tech around a novelty.

Worked for fortnite. Battle royale is here to stay and It isn't a novelty. It is now a legitimate multiplayer mode.

Even if it here to stay as a major multiplayer mode: The Last of Us 2 was not designed to be a multiplayer game.
Sony may want to squeeze a PUBG mode into TLoU2, but that game was designed to primarily be a story focused single player experience.

Naughty Dog is using their own, in-house engine for TLoU2, an engine which is likely built for and around: animation and visuals.
If Naughty Dog were to attempt to develop a PUBG mode in their engine, they would have to further develop their engine (taking time away from the core features) to include the features to make that possible; assuming it is possible.
