Pay TV on cellphones hasn't even started, most countries have yet to even agree on a mobile broadcasting standard and most of those who did are still in the testing phase. If you mean iptv on cellphones, what made it a failure was the hundreds of dollars of mobile bandwith costs - the other alternative, accessing it through wifi defeats the purpose of mobility.


IIRC in Italy telcos made accords with Sky and tried to put its pay TV channels on cellphones using iptv. So far it's been a failure, but I don't know if it failed even before starting or after, because like most people I'm not interested to pay to see movies or else on a micro screen. About bandwidth costs making attempts fail even if they technically aren't pay TV, I totally agree, whichever way you put it, ending paying lots of money to ruin a movie on a 2-3" display doesn't make much sense.
