The lack of moderation is definitely one of the core issues. The only time Valve ever does something is if it could cause bad publicity for them. Shit that gets unnoticed by the majority gets a free pass. Not to mention that their client hasn't changed in years and is missing plenty of useful features.
But it's a monopoly, so there is not much way around it if you want to play together with friends. It's the console dilemma on PC. I don't think Steam was ever a good thing on PC, it just was the first thing and then the only thing. There is no reason to believe that not anyone else could do a better job with it. There are plenty of different clients on PC and they are all functional.
If it wasn't for Steam and consoles and the market was more open and split, developers would put their own party systems in their games, that would work across all platforms. But why do that when the platform you're on already provides that feature and 95% of your audience is already on it.
If you demand respect or gratitude for your volunteer work, you're doing volunteering wrong.
