Uncharted 4 is a great looking game but Gears 4 is arguably more impressive at 4K and with sharper textures. The 60 fps option doesent hurt either. Forza 7 also has an edge on GT thanks to resolution and textures. Hence, even when PS4 has arguably better assets the X1X still gets an edge from polish in other ways.

We know there isn't parity clause. At most what is there is a dev that won't take additional resources to push higher one platform.

I don't think parity or more resources is the problem. I honestly think they just don't want to bother. They will do the easy way and push that slider for resolution until performance is the same. Its why I think only first party games will show true hardware power. I don't want to call devs lazy, but I just think most gamers really cant tell the difference so why put such much extra effort and basically make 4 versions of a game.
