Both FFXII and XIII are turn-based and feature exploration. No reason to consider anything after X a spin-off, even if I understand people who sees XI and XIV in a different light than standard mainline FF.
And as Hynad told you, Final Fantasy XII was directed by Hiroyuki Ito (FFVI, FFIX) after Yasumi Matsuno (Vagrant Story, Final Fantasy Tactics) had already worked on it (though I'm unsure if Matsuno's input was scrapped or kept). FFXIII was directed by Motomu Toriyama, who has been working on SE since 1994 and had limited input on Final Fantasy VII, but became the scenario designer and writer for FFX. The 90's bunch of developers are still there.
