I mean we get to 'develop' cities from 1 to 5 star, but there is no real visible change that I have seen so far. Some new residents once in a while and more items in stores is about it. Sure by doing side quests and developing you end up basically knowing every single npc in each town, which surprised me. When you first start playing you thinking like 90% of the towns are just fodder npcs. Ha, no you end up doing something for them all it seems.

But for instance you meet a group of like 6 orphans from some town that was destroyed of theirs. You never see the town, so its just heresay, but I wish we could have rebuilt it.

Haven't gotten to my hometown yet, so maybe we build that up in some way. I mean I did send like 90,000 to them early game.

But I really like in Xenoblade 1 where we build up district 6. X didn't have much in building, beyond the water treatment plant outside of the city, and then a space ship appearing above city and a vendor stall. But I love in like some tales games where you build a city. Breath of the Wild you built a city.

Hoping Xenoblade 2 has something that you see "change"

I'm pretty sure there is nothing like that in the game. If there is they are introducing it pretty late in the game.
