I think they mean that it's easier to change a disc 3 times, which might take 30 seconds total, than wait for 3 installs at 5 minutes a piece.
which is of course bullshit since the install time doesn't have anything to do with the disc type. You can of course argue about the question if chapter installs are good but you still would have them with DVDs.
