The Windows Store is doing better than Games for Windows Live! But against Steam it hasn't really gone anywhere.
The games that are released on the Windows Store tend not to have a playerbase so Multiplayer is useless.

I think that was always the goal with Xbox though, to leverage the significantly larger software library and playerbase on PC to help push their console.
The original Xbox was very PC-like and even adopted many PC-exclusives like Elder Scrolls.
