The infographic was likley made by someone on the social media/PR team, and 13.5m was the most recent official figure as of the PS4's 1 year anniversary. The graphic isn't a lie, just a simplification.
It usually takes a few weeks before a company releases their financial report, which is why the article i gave you is from the end of October (when Sony released theirs). As noted in the article, and highlighted by me, that report ends September 30th. Given the nature of those reports (you do noooot want to lie in those), it's as close to fact as you can get in this type of discussion. It also fits with their later announcement of 18.5m shipped by January 4th 2015.
