This is the suggested alternative by the councilwoman. Because apparently plexiglass suggest mistrust and a class system but security guards and cameras in a convenience store don't.

I'm just imagining a South Park city hall meeting and the audience full of security guards yelling "dey took our jobs" referencing the bullet proof windows.
