Stores in mid to upper class neighborhoods still lock up shaving items. Some even do it for condoms and they for sure do it for cigs because of theft. I can go to most HEB in north side of Austin area and I bet half the stores lock up either shaving or condoms while 100% keep cigs locked up or behind the counter.
