I wouldn't say that. Even if they axed their Phone division, Surface seems to sell very well, and it isn't market leader either. Of course the difference is, that Surface helps with spreading the OS, while Xbox doesn't.

There are rumors that Microsoft may be bringing phones back as a surface branded device.

Xbox does help push Microsoft services though, Gold, Bing, Skype and so on.
