If Sony released the PS2* in Japan and then the rest of the world, thats because they had plenty of reasons to do so.

If the only reason was just stock, then every company would gather tens of millions of consoles in a warehouse till the production was big enough to fill every retailer in the world with plenty of stock for years.

Producing tens of millions of a product and just storing them in a warehouse without selling them is a fantastic way to make huge losses.
