I think it became popular as divorce rates rose... lots of teenage boys suddenly found themselves paired with a non blood-relative step mother or sister that they were awkwardly attracted to.
It seems like the brain has a safeguard to make sure you aren't attracted to relatives, but if some person falls into your life later on and is only legally related, that safeguard is gone. Never had a "step" anything so I don't know personally, but it would make sense to me that some people experience it.
