Resident Evil 5 merely picked the path Resident Evil 4 had already laid out, therefore it's still Resident Evil 4's fault. On defense of Resident Evil 5, at least it tries giving some decent fanservice franchise story rather than somehow leaving the player going to rescue the US president's daughter in Spain and doing all kind of crazy things that hardly ever resembled Resident Evil at all.

I think that Resident Evil 4 though, the story not really having to do much with the main plot makes it easier to accept as it means that it's harmless in the grand scheme of things. Now, I tend to view franchises more by the IP rather than by its conventions, so I would consider RE4-6 to be proper Resident Evil games, even if they do have dramatic departures from the earlier games in the franchise.
