What does that have to do with anything?? The server have much more Brazilians, but most of the jerks pushing around are USA. Besides the "kill brazil" flags on their cars or on the chat.
About the penalty system. If it easily wears off then it isn't doing it purpose, also if it mostly go to the wrong car then it also isn't doing its part.
Sure in the end the SR rating will be more important and from what Svennoj said his experience on S is quite good and well behaved, but because of the lack of S racers there is a lot of unbalance on the races mixing S S with D S and several seconds of lap time.
