30fps is still playable to a ton of people.
But if the better image quality AND performance entices people to upgrade, that is still a win for Microsoft.

Depends. On console...  Devices have started to become more common that allow for mouse and keyboard inputs, especially prevalent in games like Overwatch... And the mouse does give those people a massive sizable advantage.

The base Xbox One gets lower framerates than the Xbox One S as well.

You can upgrade your PC for less than $300 every 2.5-4 years.
I have a secondary machine that is going on 10~ years of age and it probably ends up with only a $100 GPU upgrade every few years.

I don't think console gamers realize how cheap PC gaming can be over the long term.
