Yes u can absolutely compare the 2. Og and s will likely have there own advantages. Less foliage = easier to spot players.

Again, you can't compare the 2 ecosystems.. it's just not the same.  Graphical fidelity, yes.. if your on lower end hardware, it's expected.. but fps, no.. not on an enclosed system and not to a small minority.  On PC, you can do the incremental upgrades to achieve what you need out of a game.  On console what you buy is what you get.. nobody in their right mind would consider purchasing a $500 upgrade just for the fps increase.
