Er. Scaling does improve graphics. It's a form of image manipulation.
However... I highly doubt the dock has a built in scaler... The chip inside the dock seems to be a relatively simple hub for outputting HDMI, USB and performing negotiation duties with the Switch. The Switch's Tegra chip does have a built-in scaler as part of it's feature set which is extremely capable.
Plus having a second external scaler that performs additional image manipulation... Would add to the input lag and is in general... An unnecessary cost.

I don't even think the dock is a scaler. or has any kinda scaling hardware built in.
The NS hardware is what it is in or out of the dock. difference is that out of the dock it's downclocked to improve battery life. In the dock it can be powered externally and thus perform as it would if not being downclocked. Simple as that. Everything happens inside the NS itself.
