I think the gambling games caused it to get a 13 and up rating, which they didn't want. I think the digital re-releases of the old games have these higher ratings.

 

Its still rated E for Everyone across ESRB's site and on any site you go to buy the digital versions of the games (i.e. Amazon).

Luckily in game purchases wasn't really even a concept back then. Though nowadays Pokemon just gives rare pokemon and items through timed events, which is not ideal, but at least it doesn't cost extra.
