You don't have to be a feminist to be impacted by it. I'm not part of the LGBTQ community, but I raised awareness for when the United States voted in favor of making gay marriage legal.
I'm sure not every person in the United States was a social rights activist during the 40's-60's, but the actions done by African Americans still pushed people (even those not part of their groups) for a well-meaning cause.

the point i'm making, is that you are ascribing the opposition of harassment to feminism, when its pretty much universal in society to oppose harassment... that's why its on our laws because just about everyone agrees that it shouldn't be allowed
