It's left up to the individual provinces to make rules for pot tourism. However why would they say no to extra income. Ofcourse what happens when you cross the border smelling like pot is up to the US.

I've already been to one of those in Vancouver. Although you had to bring your own weed someone apparently set up shop in the building next to it. They even had a little glass room and if you bought anything (could even be just drink like juice or whatever) then you could go in the glass room and bake it out. We went in there and smoked a joint. Apparently Vancouver has bigger problems like heroin to deal with than harassing potheads.

They have those in downtown Toronto right now too. They're strict, though. You can't socialize with people you didn't enter with, there are time limits for seating, and if a band is playing you have to pay to get in I think. That's to avoid sellers setting up shop inside I assume.
