If they really wanted ,they could do it.

At first the PS2 had the full PS1 chipset.

When the PSTwo came ,the emulation was completely through software ...and no one ever noticed that. That emulation came to the PS3 intact.

The PS2 has one 290mhz processor and it doesnt have a proper graphic card....the PS3 has 8 3200mhz processors.

The problem must come possibly because you need to run the CPU through the PPE in the Cell and the graphics chip through one SPU ...its tricky to get it working. But it is possible ,and one day we will see it probably.

What I have no doubt is that the PS4 will be fully compatible with the PS1,PS2 and PS3 as it will use Cell technology and Nvidia graphics card.

Are you sure about that?

Wasn't the Playstation's CPU was included in the PS2 as its sound processor?
