Their hands are tied here. If the EU commision gives the ruling we all expect, publishers are gonna have to pay the piper. They will have no choice. Will either face gambling taxation and regulation or will change their game design. Both of wich are good resolutions for consumers.

Considering there have been numerous cases in the past of companies altering their games in order to release it in a region, it seems pretty clear just refusing to make the changes and foregoing all those sales isn't worth being stubborn about it.

Where are you getting the EU stuff from though? OP only says Belgium and when Pok mentioned the Dutch investigation he specifically referred to Dutch law in relation to that rather than EU law.

The sales of goods is regulated by the EU. If this is deemed gambling by the regulatory bodies of the BE and NL, it will have to be brought to the EU to review the regulation order.

Basically, it just takes one to decide it and bring it to the union for potentially everyone get on board with it.

Though, you know... there's law technicalities i am not privy to. But i believe that is how it goes.
