Very different situation. PS3 was a general consumer product, so it was harder to justify higher price just for blu-rays and supposedly slightly better graphics capabilities.
This time PS4 Pro and Xbox One X are premium products so it makes little sense to hold back on features. A customer can always choose to buy the standard version.
