My issue with it isn't how punishing each mistake is, it's how easy it is to make mistakes. There's basically no truly safe options in the neutral game, so it's very easy to get punished for any move you don't hit, and the game becomes extremely reactive. In neither Street Fighter V or Smash 4 do you get juggled for an etertity until you get KO'd, both of those games are very heavily focused on the neutral and you usually need to win it several times to beat your opponent - it's just, because there's safer ways to go about it than in ARMS, you can allowed to be more aggressive and get away with it.

Smash isn't for everyone, but it certainly is for more people than ARMS.

Not saying you get juggled forever in Smash.  But you can get juggled, I've seen it many times.  In Arms, you quite literally cannot.  The game allows one additional hit after being launched into the air. After that, you cannot be hit or grabbed again, which I greatly appreciate.  

And I do feel your assessment is inaccurate.  If you commit with *both arms* and miss then you are screwed but if you are more careful, you can easily protect yourself.  The key I have seen is in movement.  You can slip and dodge a lot more than you at first realize with your dashes.  I've fought people who are plenty aggressive in Arms but are very, very hard to counter attack.  Also fought people who are like freaking Floyd Mayweather and you just can't freaking hit them and they play a counter punching game.  I've seen a variety of styles and I'm not even an avid player.  But it's a game that is very different from other fighters so it's not a game all fighter fans will gravitate towards and also has to be thought about and approached in its own way.
